Working in the HVAC industry you will receive various types of complaints throughout the summer about a system not cooling well. One of the first things people do, but probably the last thing they should, is start adding freon.
What you should typically be doing first is checking the duct system and looking for air leaks. Some of the problems you might see with this are...increased utility costs, houses with significant amount of dust, and allergy problems. Leaks in the return air can be just as bad. These leaks could be sucking in 150 degree air into the system.
Noise complaints are another problem you might encounter from having a poorly designed system which could cause you to have too much air flow out of a duct. Other Duct and System Design problems include sweat or condensation on grills, hot or cold spots, or dust.
