Noise in an AC system is usually due to excess air coming through the ducts. In a properly designed air system you will not be able to see, hear, or feel air blowing anywhere. It should just be a comfortable room.
Static Pressure is a pressure in the duct system that is created by the systems fan. The higher the static pressure, the slower the velocity of air.
